Add a cygwinports depext to conf-ncurses. #34

It's ncurses and I've added it now in 6e2da59f45094adae39d0c5f79fdb7a40d9aa4c3 . The prefix (either 'mingw64-i686-' or 'mingw64-x86_64-') is added by depext-cygwinports depending on the word size of the current switch.
