I don't think HL is really ready to be integrated into FD yet.

There isn't even really a build system yet, see https://github.com/HaxeFoundation/haxe/issues/4912

I think they can be integrated as platform/target now.

HL can be used the same like neko, but its file extension is .hl instead of .n.
