Circuit import is not showing the circuit shadow box

When user attempts importing a new circuit by clicking on the + sign on top left side of Brain Visualizer, a shadow box same size as the chosen circuit should be displayed to the user so a landing location for the circuit can be chosen. This feature will be similar to how creating a new cortical area works and a shadow box appears prior to cortical area creation.

This feature used to work in past but no longer functional.
