Create NewRAPLWithOptions() function #9

As per #3 , We need to add a NewRAPLWithOptions() init function so the user can supply a custom path, as well as their own CPU device path.

Fixed by e8f58cf1b977fa430c8839d7a09624aebf2eccfc
