allow adding defaults per service.method type from app.js swagger config

Summary

• [x] Tell us about the problem your pull request is solving. if you're using mongoose and you want to add the same swagger parameter ($search) to all find routes, currently you have to edit each service manually - this would put a default on the app.js call that configures swagger. further customization in the service level overwrites defaults

• [x] Is this PR dependent on PRs in other repos? No, my other PR is to add an example and can be done independent of this one.
