What were you trying to do and how can we improve it?

Using the overall search function to look up court cases employing the key phrase "controlling bloc of Commissioners" that appears in many court opinions and the search came up with zero. Very unsatisfying.

Our search tools do not search the full text of court cases. The search tool searches Record summaries of court cases.
