What were you trying to do and how can we improve it?

I am looking for a means to report an entire City leadership for misappropriation of all the Federal Funds it receives. The county is run solely on grants due to it's low employment, high poverty and homelessness and low wages. Few of the funds go towards fixing anything. They go into the pockets of the town leaders
