Update supplemental SERS content currently on classic.fec.gov #1831

What we're after: The SERS supplemental information page at https://classic.fec.gov/pages/sers_nic_note.htm provides information and an index of the FEC's different rulemaking projects. It is helpful for locating the REG number to use when searching SERS for rulemaking documents.

As part of #1728, it has been identified as a page that is not on transition. Another complication: It does not appear to have been updated since 2015.

The purpose of this issue is to prepare the supplemental SERS page for moving onto the CMS by working with OGC Policy to update the content for it.

Talked with Jennie and showed her my prototype, and she's not concerned about headers/footers on any new page created to replace this one. The next step will be to finish updating the content and send both the new page and the revised content to OGC for review.

The revised content and new page were sent to OGC for review this morning.

OGC has reviewed the revised content and given the go-ahead for the page, with a few small additions to the index to be made. Closing this issue and moving along to the work in #1832
