Create page and banner to address multiple rulemakings

OGC has asked the content team to create a special page (child page of the regulations page) and banner to point those who comment on rulemaking matters in the right direction. This page and banner will need to be ready during sprint 5.3 as there will be more than one rulemaking matter up for public comment as of 3/21, and at one point, there will be 3 matters.

• [X] Mock up page and banner for OGC approval (This work was done in sprint 5.2)
• [x] Deploy banner on 3/21
• [x] Make new "pending multiple rulemakings" go live on 3/21
• [x] Adjust banner and page as needed depending on how many rulemakings are currently up for comment

The new page is now live at https://www.fec.gov/legal-resources/regulations/pending-rulemaking-matters-comment/ and the new banner is now up on the home page. We are working with OGC Policy and they'll advise us on due dates, closed comment periods and other related items. We are thus ready to close this issue and we'll plan to adjust the banner and page as they need going forward to reflect whatever rulemaking matters are currently open for comment.
