Remove exclusion when 2020 matching funds submission transition page goes live

Summary

What we are after: We moved the matching funds submission pages into transition. The 2020 page is not yet live and may not be for some time. When it goes live, there is a piece of code that @johnnyporkchops needs to adjust.

Either @johnnyporkchops @patphongs @rfultz can do this when needed

• [ ] Once 2020 matching funds submission page on transition is ready to go live, remove the exclusion in the transition-stage S3 script, sync-prod.sh, by removing this from the sync scripts: --exclude 'finance/disclosure/*'
