What we're after

Explore the use cases, needs and wants for a github discussions page.

Questions:

Are we missing engagement opportunities with the regulated community and interested stakeholders that can be addressed by a discussions page?
Should feedback be directed through a discussions page to better track sentiment and desire for specific features instead of one-off comments?
Does this support efforts to more efficiently and effectively use the feedback we've already received.

Action items:

[ ] Explore and document functionality
[ ] Investigate alternatives as necessary
[ ] Make proposals based on research
