Update the Regulations page with the 2023 11 CFR

Summary

What we are after: As a user, I like to have the most recent edition of the 11 CFR so I have the current rules available.

Completion criteria

• [x] Regulations page at https://www.fec.gov/legal-resources/regulations/ is updated with links to the 2023 CFR in all the different formats to be provided once available at https://www.govinfo.gov/bulkdata/CFR/2023) and https://www.govinfo.gov/app/collection/cfr/2023
• [x] Information on the 2023 printed edition is updated and information on previous printed editions is deleted once verified it made it into the 2023 edition.

Updating the e-regs and admin fine redirects will be done in separate tickets.

Have not heard back from OGC on one doublechecking question we had about the Internet disclaimers. Will update the page should they answer the question and changes are needed. Closing ticket as no work is anticipated.
