Investigate Wagtail's accessibility tool

What we're after: We'd like to better utilize functionality already built into wagtail to help improve accessibility for wagtail pages. We need to investigate the built-in tool(s) and the ways it can benefit fec.gov and be integrated into our regular processes.

Watching a presentation from Wagtail on the new accessibility information. Here are some of the takeaways from the presentation:

• Not much is said on whether it meets 508 compliance or not
• The accessibility check is primarily for content providers, although all the fixes discussed look like they are for front end teams
• The primary focus to update templates
• The accessibility checker is configurable
• An image block can be updated for alt text

Wagtail states their aim is "for compliance with Section 508, WCAG 2.1 (AA level) and ATAG 2.0 (AA level)." Haven't been able to come across information on how well the new accessibility checker meets the 508 compliance goal
