Update enforcement pages to reflect new procedures for respondent notifications (Do by early May) #6227

Summary

What we're after: As a person interested in following FEC enforcement cases, I need to know the Commission's procedures for handling these.

The Commission recently amended its procedures for MUR case closures (see press release of April 3 for details). Respondent notifications are now being sent on the same day that the public file is released. These notifications and public file release now follow 30 days (or the next business day, if the 30th day falls on a holiday or weekend) after the Commission Secretary certifies the Commission vote closing the file. (The key difference is the public release of the file used to be 30 days after the respondent was notified.)

Accordingly, several enforcement and FOIA webpages will need to be updated to describe the new procedure, and not the 30-days-after-notification language.
