Resolves #6132

Pins es5-ext temporarily until es6-weak-map increases their versioning. es5-ext is pulled in through weakmap

es5 is used for polyfills for old browsers

How to test

(make sure you're using node v. 18.17.1)

run snyk test --file=package.json on develop (should see es5 snyk issue)
rm -rf node_modules
npm i && npm run build
snyk test --file=package.json (should no longer see issue)
cd fec
python manage.py runserver
