Collapsed filter panel not appearing as expected.

Additionally, the "Apply filters" button on legal searches does not disappear with the other filters in the panel

@JonellaCulmer will add a mockup for the desired state

[ ] Filter panel now appears properly on all datatables with a collapsible filter panel
