Design options for open meeting agenda items page

What we're after

OGC, OCS, and Web Team met on July 17 to discuss the process for accepting and posting comments on open meeting agenda items. This will require drafting a page for posting comments, approving language, updating the open meeting page, creating an email address, and developing procedures for monitoring, accepting, processing, and posting comments.
