Summary

What we're after: Enhance the MUR search functionality by adding an autosuggest citation filter for statutory and regulatory citations. Within enforcement cases, this capability is only available for MURs and ADRs.

[ ] Statutory autosuggest citation filter added to MURs

Waiting for citations filters to be built for in the AO template refactor #6459 as this will inform how citations will be built for MURs. Moving this to 26.3.
