Redirect Strategy Development #13

Proxy Redirect strategy: old.fec.gov (does not exist) --> www.fec.gov liger.fec.gov (Does not resolve) --> transition.fec.gov

Exact match vs directory tree definitions need to be defined in nginx include file.
