Task: Create "Public user" in Jira to map unmapped GitHub users

• Any GitHub user must be mapped to a Jira user so the sync works
• Because the public can create issues in our repos, we need a way for them to come over to Jira without erroring out the sync
• Solution is to create a "Public User" in Jira. This user would have no log-in or product access, so shouldn't take up a license. This will be the default user chosen in Jira if the GitHub user is not found.

Note: look into if we need a “legacy user” when team members are offboarded, or can they keep their name in Jira even without access?

• Recommend that we “deactivate” users that leave the project to keep their name, if that is admissible with FEC practices.

Outstanding question to Jira support to determine if we can create a user that has no logon rights, thus has no need of a license.

This is currently an outstanding feature for Jira (request ticket located [here)|https://jira.atlassian.com/browse/CLOUD-8623]. Working on a temporary workaround with Jira support.
