Continuation of #88. Remaining work:

[x] Build out sync on both sides - incoming and outgoing
[x] Create a test "trigger" for only one or a few issues (definitely don't want to bulk exalate yet!)
[x] Adapt and retest script as needed
[x] Bulk Exalate
[x] Final adjustments

Please create a new ticket that will cover any incomplete portions of this ticket.
