TestEFO vs Production

This ticket will track work to create the initial feature flag for when we are connecting to TestEFO or Production to receive and send data. Following creation of this feature flag, this ticket will have associated tickets linked to it.

[x] - Implement a feature flag to determine whether or not the API accesses TestEFO or Production data or mocked data with Redis

• [x] - Committee Account look-up searches with TestEFO data
• [x] - Committee Account retrieval/registration works with TestEFO
• [x] - Filings retrieval works with TestEFO data [x] - When setup to use TestEFO, all requests should be made against the OpenFEC Stage API [x] - Separate Committee lookup so that contacts and committee accounts can use separate endpoints
