Follow up to spike ticket SPIKE: Consider modifying local docker memory to match cloud.gov memory allocation
It is beneficial to set up developer environments to match as closely as possible the resources on Cloud.gov.
Task for this ticket is to set the Docker fecfile-web-api container to a memory limit of 2GB
