Validate Committee ID/Candidate ID when it is entered

Business Reason

As a Committee Administrator, I will be able to enter a valid committee ID or candidate ID when I create a contact so that I can ensure that it meets the EFO formating requirements.

Acceptance Criteria

Given a Committee Administrator When I save a new Committee ID or Candidate ID in my contacts If the ID is for a Committee Then the new ID will be validated with the following:

• Characters 1 through 3 must be one of the following:
  • C00, C30, C60, C70, C90
• Characters between 4 and 8 must be any numerical sequence between 00000-99999
• Character 9 must be a numerical value between 0 - 9

Or

If the ID is for a Candidate Then the new ID will be validated with the following:

• character 1 must be "H", "S", or "P"
• character 2 must be a numerical value between 0 - 9
• characters 7 and 8 are any value between 00 - 99
• character 9 must be a numerical value between 0 - 9
• and if the first character is "H":
  • then characters 3 and 4 are a valid State or US territory/district code
    • then characters 5 and 6 are a numerical value between 00 - 99
• and if the first character is "S"
  • then characters 3 and 4 are a valid State or US territory/district code
    • then characters 5 and 6 are "00"
• and if the first character is "P"
  • then characters 3 through 6 are "0000"

  • It does not matter if you put in a district number that doesn't apply to the state, and the district code can be any number.
  • It does not matter if the state/district code in the ID does not match the state/district entered in a transaction/contact for a candidate.
