[Test] System to auto-calculate Cash-on-hand at beginning of reporting period (6b)

Business Reason:

As a committee Administrator, I will be able to see the value for 6b (Cash-on-hand at beginning of reporting period) on Form 3X that will be defined by the system when I create a new report, so that the system will automatically calculate the summary values.

Acceptance Criteria:

Given a Form 3X report

Then the system will auto-calculate the value of 6b to be (in order of precedence):

• 8a of prior report OR if none
• replicate value of 6a

QA Notes

• This is effectively updating functionality from [FECFILE-1170|https://fecgov.atlassian.net/browse/FECFILE-1170] and [FECFILE-557|https://fecgov.atlassian.net/browse/FECFILE-557]
• Need to make sure values in 6d and line 8 are correctly calculated if COH is $0. This is a current potential bug that may be solved with this ticket update.

DEV Notes

• To confirm: this will ensure that even if prior reports get deleted, COH will still work with the above logic, and will no longer be "tied" to the first report like from [FECFILE-1246|https://fecgov.atlassian.net/browse/FECFILE-1246]. Is that right?
• ensure that business logic is covered by automated testing Coverage for Cash-on-Hand values being accurately chained from F3X to F3X within a year Coverage for Cash-on-Hand values being accurate when a prior report is deleted ** Coverage for Cash-on-Hand values being accurate when cash-on-hand is overwritten (both in the same and in prior reports)
