UX: Apply secondary sorting to all tables

Business Reason

As a user, I will be able to see the table sorted by the left-most column and with a secondary sort on date created on tables when I view them.

Acceptance Criteria

Given a table on the site When when viewing the table at page load Then the table will be sorted by:

1. in ascending order by the left most column. 2. in (ascending/descending) order by created date.

QA Notes

Per #1888, ([https://fecgov.atlassian.net/browse/FECFILE-414|https://fecgov.atlassian.net/browse/FECFILE-414|smart-link] ), the column that is sorted will have a gray background.

DEV Notes

Background color of table header for selected sort: #D6D7D9

Tables to update with default sort:

• Manage Users
• Manage Contacts
• Restore deleted contacts
• Contact Transaction History
• Manage Reports
• Receipts List
• Disbursements List
• Loans & Debts List
• Guarantors List
