Business Reason

As a UX designer, I will be able to accurately credit incoming feedback to the right person, whether that's internal staff or external users, so that I can correctly categorize and track feedback for user research.

We need to update the creds from Laura to another account.

[x] FECfile-account ticket to create @fecfile-bot: https://github.com/fecgov/fecfile-accounts/issues/29 only has write access to fecfile-feedback repo
[X] Generate classic non-expiring token
[x] Update dev/stage/prod env vars with token for bot
[x] Rebuild dev/stage (prod is currently out of commission, but will get put back this week)
[x] Test dev/stage
[x] Delete old token from Laura's account
