ALPHA: Update security consent & legal consent placeholder text #2066

Business Reason

For Alpha, we need to replace lorem ipsum text with user-facing language.

Acceptance Criteria

When the security/consent page appears on login, Then the system will display the following message:

Although we do not need the finalized language, we do not want to still be showing lorem ipsum. We can include specific information for alpha testing, such as what data users should use. Even if users select "do not show again for one year", they can reference any information we put in here through the legal disclaimer link at the bottom right of the footer. Per Jonella, we can use USAjobs and/or NIST/CISA recommendations as starting points. Note that even if the alpha testers consent to the agreement for Alpha, they will have to do so again for production with the updated language.
