[Alpha] System to alert users to validate coverage dates for all Form 3X report types

Business Reason

As a user, I will be alerted to verify coverage dates since the dates cannot be changed once the report is created, so that my created Form 3x reports will have the correct coverage dates.

TEXT:

”Please verify coverage dates since the dates cannot be changed once the report is created.”

Acceptance Criteria

Given a ‘Create report’ function to create Form 3 report

Then I will see a message telling me to verify coverage dates since I will be unable to change them later on.

Leaving it up to you all how that would look, and if it’s needed at this time.

akhorsand commented: Note that this is temporary until we build functionality to allow changing of coverage dates after report creation.
