Add LICENSE.md to all projects

Add the same license language as found in openFEC’s repo https://github.com/fecgov/openFEC/blob/develop/LICENSE.md

This is sufficient for Alpha

Projects to add license to:

• fecfile-web-app
• fecfile-web-api
• fecfile-proxy
• fecfile-validate
