Placeholder. The intention of this ticket is to cover the logistics and procedures for becoming an Alpha user on FECFile Online. Documentation should include (but not limited to):

login.gov information
obtaining an eFiling password
submitting a test webform 1 ( including test committee instructions)
any procedural information needed for alpha users to join
Create known issues list for alpha

If the distinction doesn’t make sense, feel free to combine into one ticket.
