UI: Remove greyed-out navigation links

As an Alpha FECFile user, I would like all greyed-out navigation sections removed to avoid confusion while using the application.

Given the user is accessing FECFile,

When they look at the toolbar

Then they will NOT see the following toolbar options:

• Transactions
• TOOLS > Import/Export/FECFile Help
• Notification bell
• (User avatar) > User Profile

TASKS:

Please remove the Transaction tab

Please remove Import, Export, and FECFile Help under the TOOLS tab (if it has not already been removed)

Please remove the Notification bell tab

Please remove the User Profile link under the user avatar tab

Todd Lees commented: Updated dev notes to say “remove” instead of “comment out”. Modern source control allows us to remove code rather than commenting it out.
