508: Aria label issues #2412

Tasks:

On the Manage reports, after you click Create report

  1. On the Form Type dropdown inside the “Create a new report” modal please add an Aria-label: “Possible report types”
  2. On the dropdown of report choice, replace “aria-labelledby” to “aria-label”. This is currently causing a 508 error
