Allow user to override Form 3X cash-on-hand for the current year (6a)

Business Reason:

As a committee Administrator, I will be able to enter an override to the COH value for the current year that will affect all Form 3X reports for that year so that my report will have the report values that I expect to see. This will also allow first time filers mid-year to report the appropriate COH.

Acceptance Criteria:

Given the user is a Form 3X filer

When the user ???? (this will be a design decision on where this occurs - see below) [COH override]

Then the system will display the ‘override page’ (design decision on this) with the following text:

What is a line 6a override?

When there is a discrepancy between the reported (FECFile-calculated) cash on hand and the correct (committee-calculated) cash on hand, committees filing a Form 3X can override the reported cash on hand by manually entering an amount for Line 6(a). If your committee overrides Line 6(a), it will adjust the cash on hand for any reports in that calendar year (submitted or in-progress) and amendments may need to be submitted. Further, if the cash on hand is overridden on a report from a prior year, reports in subsequent years will also be adjusted and amendments may be needed.

And that amount will be set as the Cash-on-hand at beginning of Calendar Year (Summary page line 6a) for the first Form 3X report in that calendar year. And the user will be able to:

Design

Essentially, the user needs to be able to override this value and it will apply to all Form 3Xs of in that calendar year.
Ideas of where they can do this are from the Manage Reports page, or perhaps from the Summary Page of a Form 3X itself and they are taken to another page, or a modal.
They should be able to edit it at any time.
Once the amount is updated, it will affect all the COH values for the entire year in Form 3Xs.

BA Note: depending on design, will most likely need to remove COH page implemented in #196.
