Elections/Map research: Research plan development & participant recruiting/scheduling

This issue has been broken off of its parent issue, https://github.com/18F/openFEC-web-app/issues/2070, which I have closed. Now that we have established that @llienfec will be driving this research effort, I wanted to break the task down into smaller pieces with clearer completion criteria.

So that we can develop a better understanding of stakeholder perceptions and user needs regarding the Elections data and the previous Compliance map, we need to design and schedule a research effort to gather the relevant data.

Completion criteria:

• [x] Articulate the goal(s) of this research and the relevant research question(s)
• [x] Determine who to involve in stakeholder interviews (inside the FEC) and schedule sessions with those people
• [ ] Determine who to involve in user interviews (outside the FEC) and schedule sessions with those people
• [x] Write the stakeholder interview script
• [x] Write the user interview script

Quick update on this issue:

@llienfec drafted some research goals, research questions, and an initial interview script using this worksheet :lock:.

We piloted our first interview on Wed with Judy in press, and we not only obtained some useful notes :lock:, but we also realized that the script could use some additions/edits.

Next step is for Lauren to schedule some more stakeholder interviews 📆
