Create an informative message when browsing historic profile pages #2122

So that users looking at pages from decades ago understand why data might not be showing up, create more informative messages that explain why that would be.


As technology and reporting rules have changed over the years, the data visible on historic pages (like from the 80s) may not be there. We should explain what the rules are for why this data isn't there.

For clarification: "what the rules are for historic data" <-- this refers to the rules for reporting, or this refers to where we want to mark out our own confidence in what the data is going to look like? (Example of the second thing: We know anything post 1990 will have a certain piece of data, and although some things in 1988 or 1989 might also have that data, we want our message to talk about risks of pre-1990 reports.)
