Make filings a separate section of the candidate profile page #2193

So that users can see all filings related to the candidate in one place, and to mirror the committee pages, make filings a separate section of the candidate profile page.

It creates confusion that RQ-5's (Form 2 needs more info) and all Form 2's don't show up on the candidate pages. See: https://github.com/18F/fec-cms/issues/1252

Update:

[ ] The filings tab also needs to show FRQ(RFAI) and Form 99 Misc (Disavowal notices)
[ ] If the candidate efiled a Form 2, that efiling should show up, similar to how we handle it on committee pages
