Remove broken / not-yet-working functionality #321

Dealing with this all in an upcoming PR.

In it I:

Remove time period select on candidate page
Remove time period select on committee page
Commented out "Candidate filing" block on candidate page header
Commented out "Elections" block on candidate page header
Moved candidate filings table to a partial
Moved committee financial summaries tab (tab 2) to a partial
Moved committee filings table (tab 3) to a partial
Commented out tabs on committee page
Commented out "recent filings" block on committee page header
