Add Dashboard to check ETL data sync FECP vs Aurora-prod - Daily Data Refresh count diff #4741

Problem and analysis: Per DEV meeting, @hcaofec and @pkfec,as well @rjayasekera, we need make sure developer can get the Daily Data Refresh count diff. There is email (not worked for couple of staffs by the email server change) but we need a multiple channels to make the team to easy to find the info quickly. We still keep email.

Note: we may like to mark the dashboard port link http://172.16.91.81:5000/ which has many useful information for developers too, e.g., current Aurora PG version, database size, e_file diff, e_review, etc on the data env. risk: no
