Hi, sorry for the late answer @arjunghimire . I cannot check, unfortunately, since I don't have access to locked Pixels. However I have been using the same and it works even for the latest Samsung phones, so I guess this is due to the manufacturer...
In case you haven't done so, make sure that ADB is indeed working - it may happen that you send the command and it silently fails.
Other than that: I speculate that either 1) Google has an option that can only be deactivated with rooting or 2) the option name (csc_pref_camera_forced_shuttersound_key
in Samsung) is different..
did you find a solution? really lame for google to do it in 2024, do a list of carriers in the problematic countries, and disable by it.
