  1. Issuing Cloud-formation templates requires some level if IAM (document that)
  2. Fail fast if the command/request has no chance of passing
  3. Display remediation steps if needed- to get the proper privileges from IAM or similar service

Components might request scopes/IAM capabilities but the permission might be trimmed - or rejected.

If trimmed, the component can respond with effects of capability trim.
