Capture workflow run crate provenance from Snakemake workflows similar to existing CWL. Note that WfExS already is doing something similar (but to figure out workflow structure)

Decided on writing a snakemake plugin to do this. Discussions are ongoing on the fine details. Going to loop in the Snakemake developers during August to get help from them on how to get information out of the relevant snakemake objects.
