The primary text that applies here looks something like:

Recommendation Draft</a>. The WG does not intend to publish specifications as <a href="https://www.w3.org/2021/Process-20211102/#RecsPR">Proposed Recommendations</a>.
There are minor tweaks in other places that might be needed (to refer to snapshots rather than RECs, say).
