API that returns UTXO set owned by Federation

• The database key for UTXOs is defined here https://github.com/fedimint/fedimint/blob/348c4d3a7a56c2e89236383664d609e8f3ef3399/modules/fedimint-wallet-common/src/db.rs#L44 and its key prefix with which you can query all DB entries of that type is defined right below https://github.com/fedimint/fedimint/blob/348c4d3a7a56c2e89236383664d609e8f3ef3399/modules/fedimint-wallet-common/src/db.rs#L47
• See other places in the code how you can query all DB entries of the same kind https://github.com/fedimint/fedimint/blob/348c4d3a7a56c2e89236383664d609e8f3ef3399/modules/fedimint-wallet-server/src/lib.rs#L952-L954

If you have your editor setup correctly you should be able to jumpt to definitions, find usages, etc. and figure out the rest from here.
