Admin UI/fedimint fails to verify basic stuff before DKG #425

When the DKG follower connects to the leader, the leader should:

verify that it can reach the follower's p2p and api, to make sure DNS & networking setup is OK
verify version compatibility (see https://github.com/fedimint/fedimint/pull/5313)
verify anything that could lead to unsuccessful DKG

And these errors should be surfaced into the UI
