Corrupt aarch64 release on the 40 branch #115

It looks like the CI borked out on it, I can run the release process locally to get the tarball layer for aarch64 but this has a corrupt xz layer base in it right now, might be a good idea to run an ls on layer.tar and Dockerfile to ensure it all worked fine.

aarch64/Fedora-Container-Base-Generic.aarch64-40-1.10.oci.tar.xz generated an exception: The read operation timed out

This action just needs to be run manually for now.
