RFE: Option to force-delete a copr #3316

Often, we (@befeleme and me) find ourselves in a situation when we want to delete a copr project, only to be told by copr we cannot do that because there are running builds. We then go and manually cancel the builds to delete the project. It would be nice if Copr allowed this without the intermediate step.

I.e. "delete a project, cancel all builds".

I just found https://github.com/fedora-copr/copr/issues/2629 which is pretty much a duplicate of this except it explicitly mentions the CLI.
