beaker: use podman for testing inside container if installed #3414

this changes nothing for docker users

Strange, I would expect we already have it configurable somehow because I cannot imagine @praiskup using docker. You have an alias?

afaik pavel has podman-docker installed which also symlinks docker -> podman. I am currently using both of them to use docker when necessary
