TASK: drop libdb from ELN

What does the ELN SIG need to do?

libdb is unmaintained upstream, and therefore should no longer be relied upon. However, dropping it will not be so simple, as there is a lot of history behind it, and there is also the need to convert BDB databases created by existing consumers to a new database.
