[RFE] Time minimums for auto-push #1156

Right now, we can set a threshold for karma, at which point updates get pushed with no further intervention from the packager. Adam W. asks for a tweak where there's additionally a minimum-time-in-testing threshold (with the suggestion of a two-day minimum). This seems like a good idea to me.

As discussed in a different place, my opinion here is that autopush should happen only after the mandatory_days_in_testing. Reaching the karma threshold should allow the maintainer to manually push the update to stable, but it should not trigger the autopush.
